While I can't speak for others, and this isn't mentioned in the rules, this appears to be highly inappropriate nonetheless. While flattery might be intended here, it appears to be the kind that would make one feel uncomfortable - if not a little creeped out.
Lord knows, Powell is more than capable of speaking for herself, but if nothing is done, any one of us could end up on somebody else's signature line without our consent. |

Ask him, per the rules, to provide evidence to prove the statement of fact or if not to clearly state that it is his unsubstantiated opinion.
